Immigration and Customs Enforcement (ICE) aims to implement a nationwide fingerprint-sharing program with the Federal Bureau of Investigation in every jurisdiction by 2013. Through this Secure Communities program, local police are required to automatically check against immigration databases the fingerprints of every arrested person at booking in order to tag potentially deportable immigrants. S-Comm has come under fire for jeopardizing public safety, encouraging racial profiling, subverting the criminal justice system, and costing states and localities millions. This presentation will cover the elements and mechanics of the Secure Communities program, the historical and political context it occupies, the problems it and similar programs pose, and current efforts to stop the program.
