Some people are proposing radical changes to the Senate, moving to eliminate the 200-year-old filibuster. These people are suggesting that we are obligated by the Constitution to only allow an "up or down vote" on the President's nominees and that the filibuster might be "unconstitutional," inappropriate, or just one partys political tool. But history tells us a different story.
