With lock-down simpliciter ruled out, what should prisons do with the stream of "disturbed, disruptive" inmates entering their front doors? Courts are much better at telling folks what not to do; it's the orders to do that often encounter that ubiquitous sneer: They are micromanaging.
Dr. Kupers here provides a blueprint for complying with legal mandates and also succeeding. Compliance and success are not umbilically tied. This is a very important and easily digested article.
